Jim started the agency in 1990 with a vision of creating a Continuum of Care for Children and Families. Jim manages all day-to-day duties and any future programming for the entire North Homes Continuum of Care.
Rochelle DelGreco, MSW LICSW

Rochelle has been with North Homes Children and Family Services since 1993. Rochelle assists with all day-to-day duties and operations throughout the entire agency for all locations.
Ashli Glorvigen
CHIEF FINANCIAL OFFICER
Ashli has a Bachelors of Business of Administration and a Bachelors of Accounting from the University of Minnesota – Duluth. She received her CPA Certificate in 2015 and has 10 years of public accounting experience. Ashli was born and raised in Northern Minnesota and now raises her three children here.
Connie Ross, MA
VICE PRESIDENT & CHIEF PROGRAM OFFICER
Connie has a Master of Arts Degree in Criminal Justice and Administration from Concordia University in St. Paul, Minnesota. Connie has thirty years’ experience working with individuals/children with mental health diagnosis and behavioral difficulties. She has previously worked as a program director of an adult mental health program and juvenile probation officer. Connie is responsible for the strategic leadership and operational oversight of all agency-wide DHS residential programs and outlying office locations. She oversees program development, implementation, evaluation, and leads efforts in staff management, admissions coordination, and community outreach.
Laurie Meyer
COMPLIANCE OFFICER & CORPORATE SECRETARY
Laurie holds a BA in Management from St. Scholastica and is certified by the Compliance Certification Board in the area of Healthcare Compliance (CHC). Laurie has been with North Homes Children & Family Services for over 20 years. Laurie was born and raised her family in Northern Minnesota and believes that everyone should have the opportunity to experience the best of Minnesota. Laurie is very proud of the full continuum of care the agency offers and especially loves the programming that is offered that includes Northern Minnesota outdoor activities.
Hilary Emerson
HUMAN RESOURCES DIRECTOR
Hilary has been employed with North Homes Children and Family Services since 2013. Hilary is responsible for Human Resources oversight throughout the entire North Homes continuum of care.
Heidi Seaton
Quality Assurance Director
Heidi earned her Master of Arts degree in Sociology from Ohio University and has been with the agency since 2006. As the Quality Assurance Director, she oversees quality assurance and continuous quality improvement functions and activities throughout the agency. Heidi is responsible for ensuring compliance with state and federal licensing requirements, and adherence to accreditation standards for all programs and locations.

Ali has been with North Homes Children and Family Services since 2003. Ali is responsible for all aspects of our chemical health programming throughout North Homes. She also serves Itasca County as CD Commitment Coordinator and County Assessor. Ali is also a member of the Itasca County Wellness Court.
Katie Rubesh MSW, LICSW
CLINICAL DIRECTOR OF CENTRAL AND SOUTH REGIONS, LEAD IN OUT-PATIENT CLINICAL SERVICES AND CTSS SERVICES
Katie has been with North Homes Children and Family Services since 2012, and working in the mental health field for 20+ years. Katie oversees the day-to-day clinical operations at our Grand Rapids Out-patient Clinic. Katie is the Clinical Lead for the Agency. She is also the Clinical Director for our Central Region CTSS school-based programming, and Out-Patient Therapy services in the Grand Rapids, Range area, Deer River and Metro area locations.

FOSTER CARE & ADOPTION DIRECTOR
Luke graduated from Bemidji State University, and in 2005 he began working, as a Mental Health Practitioner, with North Homes Children and Family Services in Bemidji. The following year he joined the Foster Care team, as a Case Manager and in 2021 he became the current Adoption/Foster Director.

Brittany has been with North Homes Children and Family Services since 2017. Brittany oversees the CTSS Program Compliance, Training, and Clinical practices for the Agency. Brittany is also the Administrative Supervisor of the Deer River Programs
Tara Hokuf
BEMIDJI OPERATIONS DIRECTOR
Tara graduated from Bemidji State University and started her career with North Homes Children & Family Services in 2011 as a Foster Care Case Manager out of the Bemidji office. Tara was promoted to Lead Foster Care and Adoption Case Manager before accepting her current role, as Operations Director/Lead Foster Care and Adoption Case Manager, in 2024.
Hannah Barnes MSW LICSW
CLINICAL DIRECTOR OF RESIDENTIAL SERVICES
Hannah has been at North Homes since 2008 and has a Master’s in Clinical Social Work. Hannah works in the Residential setting as a therapist and provides individual and family services. Hannah also writes the comprehensive assessments in the 35-day evaluation program. Hannah is trained in Trauma Focused Cognitive Behavioral Therapy and has a certificate in Anti-Human Trafficking. Along with being a therapist, Hannah is also the Clinical Director for the Residential setting in Grand Rapids, MN

DIRECTOR OF NURSING
Carol has been with North Homes Children and Family services since June of 2023. Carol oversees the Nursing Department to ensure best practice and maintaining high quality of care for all youth.

DHS RESIDENTIAL PROGRAM DIRECTOR
Colbi has been with North Homes since 2012. She oversees the Bemidji transitional residential programs, as well as the Safe Harbor programming throughout the agency.

Jessica has been with North Homes and Family Services since 2007. Jessica oversees the DHS Programs in Grand Rapids as the Program Director
